Next, Quazza is a mod now, since we have only one active admin(luke is busy) and no active mods, i decided to add Quazza to the mod roster.

I added the descriptions so that the rules would be easier to understand for new members and in case someone didn't understand a rule and didn't want(or was to lazy) to ask about it.
